Notification No. 11 / 2025-26 dated 26th May 2025 on Restoration of RoDTEP for AA / EOU / SEZ w.e.f. 01-06-2025

S.O.(E): In exercise of the powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992, read with Para 1.02 of the Foreign Trade Policy 2023, the Central Government hereby notifies the restoration of RoDTEP for Advance Authorizations (AAs) holders, Special Economic Zones (SEZs), and Export-Oriented Units (EOUs) from 01.06.2025.

S.O. (E). In exercise of powers conferred by Section 3 read with Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 201 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby introduces a new Para 19 to General Notes Regarding Import Policy under ITC (HS), 2022 Schedule 1 (Import Policy) with immediate effect. "19. The import of following goods from Bangladesh to India shall be regulated as under:

NOTIFICATION NO. 05/2025-26, DATED 23RD APRIL 2025, AMENDMENT IN IMPORT POLICY CONDITION OF SYNTHETIC KNITTED FABRICS COVERED UNDER CHAPTER 60 OF THE ITC (HS), 2022

Amendment in Import Policy Condition of Synthetic Knitted Fabrics Covered under Chapter 60 of the ITC (HS), 2022-reg.

1. S.O.: In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, had imposed MIP vide Notification No. 77/2023 dated 16.03.2024, No. 33/2024-25 dated 01.10.2024 and No. 49/2024-25 dated 04.01.2025. It has been decided by the Central Government to impose the condition of Minimum Import Price (MIP) on the following 04 ITC (HS) codes of Synthetic Knitted Fabrics till 31.03.2026 as under:

MIP condition on above items shall not be applicable for imports by Advance Authorisation holders, Export Oriented Units (EOUs) and units in the SEZ subject to the condition that the imported inputs are not sold into Domestic Tariff Area (DTA). Effect of the Notification: Import of Synthetic Knitted Fabrics under ITC (HS) Codes 60019200, 60053600, 60053790 and 60053900, is "Restricted". However, import is "Free" if CIF value is 3.5 US Dollar and above per Kilogram. Further inputs imported by Advance Authorisation holders, Export Oriented Units (EOUs) and units in the SEZ shall be exempted from MIP condition.

Key Budget 2025-26 highlights are as under which are in line with ASFI's Budget submissions / proposals / recommendations :

1. Under Chapter 60, Knitted Fabrics - Nine line items of Knitted Fabrics, the tariff rate is being revised from 10%/20% to "20% or Rs. 115 per kg, whichever is higher". By virtue of declaration under the Provisional Collection of Taxes Act, 2023, the revised duty rate will come into force with effect from the midnight of 1st February / 2nd February, 2025. [Clause 98 (a) of Finance Bill.]

2. Technical Textiles - There is duty free import i.e. NIL Customs Duty on shuttle less loom, i.e., Rapier Looms (below 650 meters per minute) and Shuttle less Air jet Looms (below 1000 meters per minute) to augment the Technical Textiles segment of Agri, Medical and Geo Textiles. It has been extended beyond 31st March, 2025.


3. There are also recommendations of the Export Promotion Mission to facilitate easy access to credit, face the non-tariff barriers in Export Markets to promote exports of Textiles and Apparel.

There are also Indirect measures of support for MSMEs, Personal Income Tax Proposal to have additional money to spend with the large middle class which shall indirectly boost the Textile Segment.
